A New Underground Facility for Kharkiv’s Municipal Dispatch Service 1562 Equipped

A new underground facility for Kharkiv’s municipal dispatch service 1562, which operates under the Department of Emergency Situations of the Kharkiv City Council, has been equipped in Kharkiv.

This became possible thanks to the charitable foundation IT4Life, Kharkiv IT Cluster, and the experts of Eastern Ukraine EDIH, with the reliable support of the Municipal Institution Kharkiv Reform Office.

UNDP also participated in equipping the dispatch service with funding from the Government of Belgium.

What is Service 1562?

1562 is Kharkiv’s municipal dispatch service, operating 24/7 since 2007. Every month, the team processes around 60,000 requests from residents: reports about accidents, consultations on housing and коммунal services, information about scheduled maintenance works, and other issues related to urban infrastructure.

For many Kharkiv residents, 1562 remains the main and fastest communication channel with the city’s utility services. The service is available free of charge from a mobile phone via the short number 1562.

Why is relocating underground a critically important decision?

Before the relocation, the dispatch service operated in an above-ground facility. In the conditions of a full-scale war, this created a constant risk of interruptions exactly at the moments when the city most needed stable communication.

Relocating the service to an underground space is not only a decision about employee safety. It is about the resilience of the entire city response system to коммунal emergencies and the continuity of services for hundreds of thousands of people.

Technological support for a city service operating 24/7

Kharkiv IT Cluster coordinates the Eastern Ukraine EDIH project, whose mission is the digital transformation of business and the public sector in the eastern regions of Ukraine. The hub’s team joined the initiative to help identify the technological needs of the dispatch service and select solutions for stable operation under the new conditions.

After analyzing the needs, the Kharkiv IT Cluster community together with the charitable foundation “IT4Life” purchased special all-in-one computers — equipment necessary for the full-fledged work of operators in a protected underground space. Thanks to autonomous power supply sources, the dispatch service will be able to operate continuously and independently.

Financial support for the procurement of equipment was provided by Kharkiv IT Cluster member companies: INSART, EPAM Ukraine, Cloud Works, ProfITsoft, SDA, AltexSoft, onPoint Studio, CodeTiburon, IT-Jim, WEBSPARK, AnyforSoft, and ITRDev.

Consistent work for Kharkiv’s resilience

For Kharkiv IT Cluster, supporting such initiatives is part of systematic work aimed at strengthening Kharkiv’s urban infrastructure and digital resilience.

Previously, the community had already contributed to equipping the situational center based at the Department of Emergency Situations of the Kharkiv City Council, of which the dispatch service 1562 is also a part.

Today, Kharkiv IT Cluster unites more than 1,000 technology companies and partners that not only develop the IT industry but also help the city remain functional in the most difficult conditions. Supporting secure digital infrastructure, critically important services, and urban systems is a responsibility that the community confirms through concrete actions.
