Kharkiv IT Cluster member GlobalLogic Ukraine and the Ministry of Digital Transformation of Ukraine have signed a Memorandum of Understanding aimed at advancing digital government services and establishing a Software Development Center of Excellence.

“Together, we will focus on advancing digital transformation, driving innovation and quality assurance practices, creating new digital products, and growing the Software Development Center of Excellence to support the Ministry's initiatives,” said Valeriia Koval, Deputy Minister of Digital Transformation.

This partnership is designed to pair public sector digitization experience with the private IT sector's deep technical expertise to set a new standard for the quality and convenience of digital services for Ukrainian citizens.

As part of the partnership, GlobalLogic engineers will join efforts to enhance Diia, the unified state web portal for electronic services. GlobalLogic Ukraine’s expert support will help boost the internal capacity of the team as they prepare and roll out new public services.

“It is a great honor for GlobalLogic to contribute to the development of digital solutions that carry strategic importance for Ukraine. We firmly believe that technology can help the state and society recover from the impact of war,” commented Anna Shcherbakova, Vice President and Head of Operations at GlobalLogic Ukraine.

The partnership also entails knowledge sharing between teams, the advancement of modern engineering practices, and strengthened technological support for key digital projects at the Ministry of Digital Transformation.

“This partnership will allow our teams to collaborate on digital products, strengthen quality assurance practices, and support key government initiatives. I am grateful to all the colleagues who made this cooperation possible,” added Oleksandr Savchenko, CTO at the Ministry of Digital Transformation of Ukraine.

The unified state web portal for electronic services, Diia, serves as the foundation of Ukraine’s digital ecosystem, providing access to over 150 online services for citizens and businesses. Today, more than 24 million Ukrainians use the services within the Diia ecosystem. Joint efforts to enhance and test the digital platform will ensure its further scaling, high fault tolerance, and a seamless user experience for every Ukrainian.
