Diia.Business is a support hub for the local business community, focused on entrepreneurship development and the digital transformation of small and medium-sized enterprises.
Kharkiv was the first city in Ukraine where a Diia.Business center was opened in 2020, launching the nationwide offline network of entrepreneurship support centers. Following the outbreak of the full-scale invasion, the center was forced to suspend its operations. Today, it returns to a city that, despite ongoing security challenges, continues to operate, launch new businesses, and create jobs.
The initiative to restore the Diia.Business Center in Kharkiv was led by Kharkiv IT Cluster.
For Kharkiv IT Cluster, the reopening of the center is part of a broader, systematic effort to develop a resilient business environment in Kharkiv and surrounding frontline communities. The organization works to ensure that entrepreneurs in the region have access to modern development tools, digital solutions, educational opportunities, and a strong professional community, even amid the realities of full-scale war.
“Kharkiv IT Cluster initiated the reopening of the Diia.Business Center in Kharkiv with a clear understanding: the resilience of the city depends on the availability of conditions for business development. That is why it is essential for us to build an entrepreneurial environment where everyone who starts or runs a business here has access to support, knowledge, and growth opportunities. Digital transformation is one of the key drivers of competitiveness today, and it is important that these tools are accessible to every entrepreneur. The people who continue to work and develop their businesses despite everything are the foundation of Kharkiv’s economy. We aim to be part of the ecosystem that supports them,” said Oleksandr Medovoi, Chairman of the Supervisory Board of Kharkiv IT Cluster.
The opening of the center brought together representatives of the public sector, international partners, financial institutions, and the regional business community around a shared goal — supporting entrepreneurs and strengthening the economic resilience of the Kharkiv region.
The Diia.Business Entrepreneurship Support Center in Kharkiv is located at 2/4 Kotsarska Street. The 300 m² space is designed to develop the local business ecosystem, support small and medium-sized enterprises, and strengthen the region’s economic resilience.
At the Diia.Business Center, entrepreneurs can receive free consultations in marketing, finance, sales, legal matters, and taxation; participate in educational programs and workshops; find partners; and explore new opportunities for business development.
A special focus of the center is placed on digital transformation. Entrepreneurs can assess their company’s digital maturity, receive personalized recommendations for implementing digital solutions, and learn about modern tools for automation and business development.
The space also features a pop-up location for local producers, where entrepreneurs can present their products, test new goods, and analyze market demand before scaling their business.
For Kharkiv IT Cluster, the reopening of Diia.Business represents another step toward restoring a key support point for the city’s entrepreneurial community, which continues to launch new initiatives, sustain the regional economy, and create opportunities for growth even in wartime conditions.

The Diia Business Kharkiv was reopened through the initiative of Kharkiv IT Cluster, with the support of Ministry of Digital Transformation of Ukraine and Entrepreneurship and Export Promotion Office (Ukraine), as well as with financial support from the "Partnership for a Strong Ukraine" initiative and the Government of the United Kingdom through UK aid under the BLOOM Program. The first year of the BLOOM program was implemented by a consortium including Mercy Corps, International Rescue Committee, Swisscontact and Right to Protection. The center's partner is UKRSIBBANK BNP Paribas Group.
