
Suspension of E-Booking: business calls for a solution
Kharkiv IT Cluster joins the business community in addressing the situation by suspending the electronic booking procedure for critical personnel.
On October 20, the procedure for electronically booking critical employees through the «Diia» portal unexpectedly halted. The European Business Association (EBA) also reports that the Ministry of Economy has suspended the issuance of booking orders for companies that applied through the paper procedure.
Due to a government decision to audit companies critical to the economy and vital services for the population, the issuance of orders granting this status has been suspended until November 15, 2024. However, the lack of proper official communication from the authorities raises concerns within the business community.
Impact on Business and International Partnerships
Despite the ongoing war, businesses remain the primary source of defense funding, so uncertainty about the employee booking process significantly complicates companies’ operational planning. The situation also sends negative signals to our international partners, investors, and clients. The destabilization caused by sudden changes threatens future contracts and collaborations while rising taxes and the suspension of employee booking exacerbate these risks.
The EBA has also raised questions about the legitimacy of suspending the booking procedure for auditing purposes, as neither the Law on Mobilization Preparation and Mobilization nor the mentioned government decision provides for this.
Kharkiv IT Cluster joins the European Business Association’s call for the resumption of constructive dialogue with the authorities to coordinate the booking process for critical personnel and to consider the interests of companies that continue to ensure the resilience of Ukraine’s economy, even in these challenging times.
We urge the government to engage in open communication and reconsider the decisions made to maintain the efficiency of critical enterprises and strengthen international trust in Ukrainian business.
