
Professional standards for IT managers: Kharkiv IT Cluster brings together experts from business, education, and international organizations
On 29 January 2025, the third meeting of the Kharkiv IT Cluster working group took place working group was held to develop professional standards for the specialties of Information Technology Manager and Software Development Project Manager. Representatives of business, education, and international organizations discussed the key job functions of these professions and agreed on the next steps.
Why is it important?
Professional standards are a strategic tool for the development of the IT industry. They allow:
✅ align educational programs with the real needs of the market
✅ shorten the adaptation period of young specialists in companies;
✅ define common criteria for assessing competencies when hiring and certifying specialists;
✅ increase the competitiveness of Ukrainian IT specialists on a global scale.
How is the project progressing?
The Kharkiv IT Cluster initiative was launched in 2024. The goal is to create an effective tool for improving the professional skills of project managers. To date, four working group meetings have already been held, at which:
📌 A list of key job functions based on PMBOK and ISO 21502 standards has been compiled;
📌Individual consultations with experts from IT companies and universities were held;
📌The structure of future standards and the methodology for their development were agreed upon.
Representatives of public and international organizations joined the development Kharkiv IT Cluster, PMI Ukraine Chapter, Eurasia Foundation, Ukrainian Scientific IT Society, business and IT companies EPAM Ukraine, SoftServe, PIOgroup, WebMeridian, State Enterprise INFOTECH, PMDoc, GoITeens; educational institutions V. N. Karazin Kharkiv National University, Kharkiv National University of Radio Electronics, National Technical University «Kharkiv Polytechnic Institute», Simon Kuznets Kharkiv National University of Economics, O.M. Beketov National University of Urban Economy in Kharkiv, State Biotechnological University, Kharkiv University of Technology “STEP”
These organizations play a key role in the development of standards by providing expert support, assessing compliance with professional competency requirements, and integrating international approaches to IT project management.

The next step is an expert survey of IT business representatives and educators to collect additional feedback and clarify professional standards.
