Transparent Recovery of Kharkiv: EPAM Ukraine and Kharkiv IT Cluster Collaborate with the City on the City Recovery Dashboard Project.

Kharkiv is developing the “City Recovery and Development Dashboard.” This initiative was spearheaded by the Department of Digital Transformation of the Kharkiv City Council and the Kharkiv Reform Office. The project is being implemented by volunteers from the Ukrainian office of IT company EPAM in partnership with Kharkiv IT Cluster.

The City Recovery and Development Dashboard is an information system with an interactive map and database designed to serve as an effective tool for Kharkiv City Council’s collaboration with funds and donors. The dashboard aims to increase transparency in implementing investment, charitable, social, and other recovery and development projects for the city. It also automates execution processes and facilitates control over proper and timely completion of tasks.

This dashboard is a unique project for Ukraine. It will establish transparent and effective relationships between city council employees and potential investors by providing access to up-to-date information on restoration objects, the current status of work, engaged investors, and analytics.

Volunteers from EPAM Ukraine have integrated best practices in data visualization, analytics, and security into this multi-layered system. For instance, restoring a damaged building might involve multiple projects: one fund providing construction materials, another financing window installation, and a third handling facade reconstruction. Comprehensive analytics will enable efficient management by aligning efforts and resources across different initiatives.

That’s why we aim to create a platform for open dialogue between the government and city residents so that everyone can be part of Kharkiv’s transformation,” says Oleksandr Lutsyk, head of EPAM Ukraine‘s Kharkiv office. EPAM volunteers are working on several projects, and I’m proud that our expertise benefits Ukrainians. IT solutions are what we do best, and this intellectual contribution to recovery is significant. Moreover, all the work is done entirely on a voluntary basis—free of charge—saving the city substantial funds.”

Kharkiv IT Cluster plays a vital role in the city’s digital transformation, supporting strategically important projects that turn Kharkiv into a powerful tech hub. Back in 2023, member companies of Kharkiv IT Cluster developed 15 investment projects aimed at introducing innovative technologies into the city. All these initiatives focus on improving quality of life and making the city’s infrastructure more efficient, modern, and technologically advanced.

With the legal support and advocacy of Kharkiv IT Cluster, the City Recovery Dashboard software has already been handed over to the city and is currently undergoing internal testing by city council specialists.

“The City Recovery and Development Dashboard is a crucial step toward making Kharkiv’s recovery and development process more open and transparent. We emphasize transparency and accountability, and this tool will allow the city government—and eventually every citizen—to see how resources are allocated, how projects progress, and what needs remain. This is a real example of how digital technologies contribute to city recovery and development, attracting more investors and funds through the principle of transparency upheld by the city,” noted Halyna Lytvynets, Director of the Department of Digital Transformation of the Kharkiv City Council.

“This project opens new perspectives for managing the city’s recovery. With this system, everyone will have the opportunity to track the status of projects, plan investments, and transparently monitor the allocation of funds. We are creating effective communication between the government and sponsors, which is key to the successful recovery and future development of Kharkiv,” said Dmytro Davydiants, Director of the Kharkiv Reform Office.

Over time, the interactive map will be made available to the general public. Every Kharkiv resident will gain access to up-to-date information on the city’s condition and, thanks to a feedback function, will have the chance to actively participate in its recovery. Kharkiv, as a frontier city, is embracing new tools for support and development today rather than waiting for the war to end.
