A Control room in Kharkiv: how do the technological innovations help save lives?
IT ClusterKharkiv is a city that faces daily threats of missile and air strikes, with over 50 attacks occurring on average each month, each requiring a rapid response from emergency services. In such conditions, where every second can save lives, the need arose for modern technologies to monitor and manage these threats.
To address this need, Kharkiv IT Cluster has contributed to the creation of a Control room — an innovative tool for monitoring and quickly responding to threats and emergencies in the city by coordinating the actions of all emergency services and military personnel. Kharkiv IT Cluster participated in its development to ensure swift response and protect the city’s residents in crises.
🚨 What has been done?
In the spring of 2024, 12 companies from Kharkiv IT Cluster — Altexsoft, Telesens, WEBSPARK, CLOUD WORKS, IT-Jim, ITRDev, Seven Pro, CodeTiburon, SDA, ЕРАМ, Anyforsoft, Insart — united with the Kharkiv City Council and the United States Agency for International Development (USAID) to provide expert and financial support for the establishment of the Control room in Kharkiv.
This assistance included:
• funds for acquiring resources necessary for creating and maintaining the Situational Center;
• development of a threat management system, including data integration from surveillance cameras;
• setting up communication channels between emergency response services and military structures.
The multi-level support from our community helped create an effective infrastructure to protect the city and its residents during crises. Kharkiv has become even more prepared for any challenges, and we are proud to have been a part of this process.

One of the missions of Kharkiv IT Cluster is to advance the technological development of the region, and we continue to uphold this mission even as the needs become more urgent and demand greater responsibility.
Thanks to modern cameras specially designed to meet the needs of our city, rescue services can now respond more quickly and arrive at the most dangerous locations in time to assist.
We understand how important it is to be prepared for any unforeseen situations, which is why the center is also equipped with charging stations to ensure uninterrupted operation even in the event of power outages. We continue to work so that every Kharkiv resident can feel our support and confidence that we are always here.
